Robin can will people into existence. Depends how much she feels like relying on that level of god-power abuse.
Though I’m trying to think what the upper limit of Charity’s powers that we’ve seen is… I don’t think she’s quite gone that far yet, just been excessively manipulative. Which makes a great counter to spawning mooks, I guess.
Neither of them are using their powers to their fullest at the moment. So it’s not a question of who has the greatest potential (those details haven’t been fully disclosed yet anyway). The question is who would win with all their current hang-ups and handicaps including all the self-imposed ones. Sort of like a fight between two superheroes in their civilian identities. because more people need to ask who would win between Clark Kent and Bruce Wayne in a fight with witnesses.
I would guess then that Robin would be more likely to use her physical powers not the flash her stuff like controlling the narrative or interacting with the panels. She seems to have higher then average martial ability, plot armor of course, and if the stick figures on the security footage is accurate I suspect she has some sort of cartoon elasticity from when she was flattened in the trap.
Charity is less physically capable or wants to appear so. She bent metal in page 203 and keeps slipping her cuffs plus her father can fly which is somthing she could use without seeming to. She is also of course smarter then Robin and rather tricky.
In a brawl Robin will hit harder and be able to take harder hits but charity will be more likely to control the fight as a whole. I guess it will depend on what each is trying to get out of the fight.
